Program Targets

• Revealing of the most dynamic, reliable and efficiently working enterprises in building sector on the base of multi-factor expert analysis;
• Awarding the best companies and specialists in state and non-state sphere with the highest professional premium;
• Broad coverage and information support of state rate of the best achievements in the sphere of building, architecture and design, and in related industry;
• Assistance in the strengthening of new mutually beneficial contracts between progressive companies and their foreign partners, supply of constructive dialogue between business and government structures;
• Further orientation of consumers of building sector, Russian and foreign partners, society, government universities for more active and reliable organization and business of the company, working at Russian market;

Program Tasks

• Carrying out of an independent expert analysis of participating organizations (see "Provision on Expert Council", method of implementation");
• Image, advertisement and information support to companies, which:

  • successfully fulfill their industrial responsibilities with regard to principles of professional and business ethics and cooperation;
  • have high financial and economic indicators, positive dynamics of devel;

Program Stages

Stage 1

• Announcement of Program "RUSSIAN BUILDING OLYMPUS" among building organizations;
• Collection of applications for participation in the program;

Stage 2

• Carrying out of financial and expert analysis of given materials presented by organizations for participation in the Program;
• Preparation of accounts of the Expert Council of the Program on results;
• Summing-up and selection of organizations-winners according to nominations of the Program;
• Supplying organizations-participants with accounts;

Stage 3

• Organization and carrying out of a solemn ceremony of awarding organizations, which underwent an expert selection, honored diploma, prize and lapel badge;

Stage 4

• Announcement of results of the Program, list of organizations-participants and winners according to nominations though publications, references and reports in business and specialized mass media;
• Carrying out a Program of information support during the year;

Provisions on participation in the Program (Program participants, criteria of selection)

Program Participants

Applicants for a special Premium "RUSSIAN BUILDING OLYMPUS" can become enterprises and organizations of all forms of property, fulfilling their activity in the territory of Russia in building sector and related spheres and carrying out their activity in full accordance with legal systems of CIS countries on belonging and, in particular, for those under jurisdiction of the Russian Federation; licensed in accordance with demands of a Russian legal system, introduced by the Expert Premium Union, and also person, approving in designated spheres of activity;

Major conditions of participation in the Program are: remarkable and leading position in a particular sector of building sphere; high financial and economic indications, including positive dynamics; remarkable volume of production, high quality of work, produced items, unblemished business reputation; high professional authority and active participation in social and charitable programs;

Grounds for participation in the Program are recommendations of relevant Ministries, Government of the RF, the Federation Council, the Federal Assembly of the RF, the State Duma, local government bodies and also professional associations, relevant Institutions of Higher Education, application of participant (legal body), given on approved form by the Expert Council (application form with necessary list of questions and agreement on rendering information and consultation services). A participant of the program after filling in an application form and signing of an agreement with organizer ("Expert and Information Service of the Union") hands in above mentioned documents to the coordinator of the Expert Council for further expert estimation;

Criteria of selection of participants of the Program

Selection of nominees of the Premium for awarding the title of the prize winner is carried out by analytical subdivision of the Expert Council on the basis of recommendation of relevant Ministries, Government of the RF, the Federation Council, the State Duma, the Federal Assembly of the RF, local government bodies, professional associations and relevant Institutions of Higher Education;

An additional marketing subdivision of the Expert Council holds out a monitoring of companies, which data is considered by experts while drawing up of reports of each participant of the Program. Thus, while analyzing the activity of a participant of the Program, not just qualitative indicators are considered, but also qualitative estimations of development of an organization, positioning in the sector on types of services and indicators of marketing and staff potential, and also not just their achievements and economic significance are considered, but correspondence of forms and directions of their activity in ethics of business, social significance of projects and programs in All-Russian scale carried out by organizations;

Provision on the Expert Council

Targets of the Expert Council

The Expert Council is founded to assist social recognition of achievements of the best representatives by selection, estimation and perception on all-Russian scale of organizations, which achieved the highest results in their activity;

The Expert Council consists of independent experts, who represent state, entrepreneurial structures, scientists, representatives of professional unions;

The Expert Council makes decisions on perception of materials presented by the Analytical subdivision for consideration of participants of the Program "RUSSIAN BUILDING OLYMPUS";

The Expert Council establishes criteria of selection, methods of carrying out of expert work and quotas for participation for applicants in each nomination;

Functions of the Expert Council

• Consideration of materials and lists presented by the Analytical subdivision for consideration of applicants for participation in the Program "RUSSIAN BUILDING OLYMPUS" in each nomination;
• Formation of additional information sources for the title of Program Winner "RUSSIAN BUILDING OLYMPUS" with appealing independent experts if necessary;
• The Expert Council carries the responsibility for objective and qualitative preparation of expert conclusions;
• Decisions of the Expert Council are taken by the majority of voices;
• The Expert Council follows professional and ethic norms by making decisions;
• The sittings of the Expert Council are held when necessary and are documented by appropriate protocols, which are signed by the chairman of the Expert, his deputy and responsible secretary;

Membership of the Expert Council

Members of the Expert Council are leading scientists, economists, representatives of state structures (the Enclosure of the present document includes the full list of membership of the Expert Council);

Provision on the Social Council

Tasks of the Social Council

All-Russia Council determines major directions of activity within the Program "RUSSIAN BUILDING OLYMPUS". The Social Council carries out methodological management of Program activity and its development. The Social Council determines information policy of the Program and fulfils information interaction between all participants of the Program "RUSSIAN BUILDING OLYMPUS". With participation of the Social Council the list of information partners of the Program is formed;

Functions of the Social Council

The Social Council carries out monitoring of information materials of the sources of mass media, information about the Program "RUSSIAN BUILDING OLYMPUS", observes the activity of companies - nominees of the Program and gives its recommendations to the Secretariat of the Program. The representatives of the Social Council jointly with representatives of the Expert Council and Secretariat of the Premium prepare the conduction of the solemn ceremony of awarding winners of the Program "RUSSIAN BUILDING OLYMPUS". With participation of the Social Council the selection of the most important ecological problems is performed, connected with building sector, for discussion at press-conferences, held within the framework of the Program "RUSSIAN BUILDING OLYMPUS";

Membership of the Social Council

Members of the Social Council are representatives of independent sources of mass media, social and political organizations, professional unions, institutes and state structures (the Enclosure of the present document includes the full list of membership of the Social Council);

Funding

Expenditure on preparation and implementation of events, connected with awarding of the special Premium "RUSSIAN BUILDING OLYMPUS" comes from the sources of founders, sponsors and other legal sources;

If the PR-company of the prize winner is needed within the framework of preparation and fulfillment of the solemn ceremony of Premium Award, the part of expenditure of its implementation lays on the prize winner and his partners;

Program Secretariat

Functions of the Secretariat of the Program "RUSSIAN BUILDING OLYMPUS" are fixed after the Expert and Information Service of the Community;

The Secretarial carries out preparatory and organizational activities on implementation of the ceremony of the Premium Award, and also performs practical activity on its preparation;

The Secretarial carries the responsibility for coordination of financial and law relationship of counterparts within the framework of preparation and realization of the ceremony of the Premium Award;

The responsible Secretary of the Program "RUSSIAN BUILDING OLYMPUS" is appointed by the Expert and Information Service of the Community;

Catalog of the winners of the Premium "RUSSIAN BUILDING OLYMPUS"

• Targeted spreading of a printed version of the catalog among heads of comercial and government institutions of Russian Federation;

Галерея строительной славы

Раздел программы "Галерея строительной славы" направлен на повышение престижа рабочих и специалистов строительной отрасли.

Проблема престижа рабочих профессий существует и понимание этого происходит на уровне руководителей Российской Федерации. Например, 31 августа 2010 года на заседании Госсовета РФ Президент Д.А. Медведев заявил: "Я поддерживаю идею реализации мероприятий, которые должны поспособствовать повышению престижа рабочих специальностей...".

На первом этапе организации - лауреаты премии "Российский Строительный Олимп" и участники программы "Надежные Организации Строительного Комплекса" присылают заявки и рекомендации (характеристики) номинантов из числа сотрудников организаций, имеющих рабочие специальности (монтажники, сварщики, каменщики, плотники, крановщики и т.д.) или являющихся специалистами строительной отрасли. Эти кандидатуры рассматриваются на Экспертном и Общественном Советах программы.

На втором этапе, после утверждения списка, лауреаты - рабочие и специалисты строительной отрасли, приглашаются на торжественную объединённую церемонию "Российский Строительный Олимп" и "Надежные Организации Строительного Комплекса", где им вручаются:

• Нагрудный знак "Галерея строительной славы";
• Именное свидетельство о занесении в "Галерею строительной славы"

Список лауреатов "Галереи строительной славы" печатается в официальном ежегодном каталоге "Российский Строительный Олимп" и "Надежные Организации Строительного Комплекса", в федеральных и региональных СМИ - официальных партнерах программы.
